Without specifically mentioning Pakistan, Prime Minister Narendra Modi stated on Friday that the terror assaults in Pahalgam and Russia's Crocus City Hall originated there, pointing out that Moscow and New Delhi "have long stood shoulder to shoulder in the fight against terrorism."
During their yearly summit here, Modi and Russian President Vladimir Putin talked extensively about cross-border terrorism and reiterated their resolve to combating terrorism in all of its manifestations, including terrorist movement, financing networks, and safe havens.
Following the talks, Modi told the media, "India and Russia have long stood shoulder to shoulder in the fight against terrorism."
The cause of these attacks is the same, whether it is the cowardly blow at Crocus City Hall or the attack in Pahalgam. India is adamant that combating terrorism is our greatest strength and that it is a direct attack on human principles.
The Islamic State's Afghan branch, IS-Vilayat Khorasan, carried out the terrorist attack in Moscow's Crocus City Hall in March 2024, and ET was the first to reveal that the mastermind was a Tajik national who had supposedly sneaked into Pakistan from Afghanistan. The incident claimed the lives of about 150 defenseless civilians.
The two sides reaffirmed their commitment to strengthening bilateral and multilateral collaboration in the fight against illicit drug trafficking, money laundering, terror financing, terrorism, extremism, and transnational organized crime.
They strongly denounced the terror attacks at Moscow's Crocus City Hall on March 22, 2024, and at Pahalgam, Jammu and Kashmir, on April 22, 2025.
"They categorically denounced all acts of terrorism as illegal and unacceptable, regardless of whether they are carried out by anybody, anywhere, at any time, or under any kind of religious or ideological pretext.
According to the joint statement released following the Summit, they also called for coordinated actions against all UN-listed terrorist organizations and groups, including Al Qaeda, ISIS/Daesh, and their affiliates, with the goal of eliminating terrorist financing channels and their connection to transnational crime, eliminating terrorist safe havens, and stopping the cross-border movement of terrorists, including foreign terrorist fighters.
On the firm foundation of international law and the UN Charter, India and Russia called for an unwavering battle against international terrorism and extremism in all of its forms and manifestations, emphasizing the significance of growing cooperation in this area without covert agendas and double standards.
Additionally, they emphasized that the UN Global Counter-Terrorism Strategy must be implemented in a balanced manner and that pertinent resolutions of the UN Security Council and UN General Assembly must be firmly implemented.
