Assam Assembly passes 6 education bills after opposition walkout

 


Six bills pertaining to the Education department were passed by the Assam Assembly on Saturday, despite a walkout by opposition members who claimed that members of the ruling party had entered the House after the Speaker had ordered the doors to be closed so that they could vote on modifications they had proposed.

Following more than four hours of discussion on four measures introduced by Education Minister Ranoj Pegu, Congress, CPI(M), and Independent lawmaker Akhil Gogoi voiced displeasure that the government had rejected not one of their amendments.

The Independent member and CPI(M) MLA Manoranjan Talukdar backed Congress Leader of the Opposition Debabrata Saikia's call for a vote on the revisions.

Saikia stated that the suggested revisions would not be withdrawn as Speaker Biswajit Daimary started the process of passing the measures.

Daimary ordered the House's doors to be immediately closed, preventing any MLA from entering or departing. Nevertheless, the opposing benches said that despite the Speaker's order, roughly ten ruling BJP lawmakers still entered the House.

But the Treasury Benches denied the accusation. Opposition members proceeded to the Well of the House and staged a walkout as the Speaker insisted he was unaware of any late admission.

AIUDF members were previously suspended for holding signs expressing worries about the future of educators and educational establishments.

The opposition proposed a number of changes, including lowering the minimum enrollment requirements, adding madrassas to the acts, and relaxing the cut-off year for provincialization of educational institutions and teacher positions. In his response, Minister Pegu insisted that these modifications are not possible due to potential legal issues.

The Assam Non-governmental Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, Assam Education (Provincialization of Teachers and Re-organization of Educational Institutions) (Amendment) Bill, 2025, Assam Elementary and Secondary School Teachers (Regulation of Posting and Transfer) (Amendment) Bill, 2025, and Assam Education (Provincialization of Services of Non-teaching Staff of Venture Educational Institutions) (Amendment).

On the final day of the Winter Session, two other bills the North Eastern Regional Institute of Management (NERIM) University Bill, 2025 and the Azim Premji University Bill, 2025 that were also introduced by Pegu were approved by voice vote.
