The automobile explosion near Red Fort on Monday was referred to by the Union cabinet on Wednesday as an act of "terror" in a statement that acknowledged the terrorists intention to wreak havoc by attacking numerous locations.
"On the evening of November 10, 2025, a car explosion at Red Fort was the result of a horrific act of terror committed by anti national forces.
The Union cabinet, which convened shortly after Prime Minister Narendra Modi's return from Thimphu and his visit to the LNJP hospital to meet the victims of the blast carried out by a module made up of radicalised doctors and clerics, adopted the resolution, which stated that the explosion resulted in multiple fatalities and caused injuries to several others.
The government has not yet officially declared the blast to be a terror attack, despite the fact that the case has been registered under the primary anti terror law, the Unlawful Activities (Prevention) Act, and has been turned over to the National Investigation Agency, which is tasked with investigating terror incidents.
The Modi government's anti terror doctrine developed in the wake of the Pahalgam attack makes the label of "terror incident" noteworthy.
According to the new policy, a terror incident should be considered an act of aggression against the nation, as stated by the Prime Minister in his speech to the public.
Sources declined to comment on whether Monday's explosion met the requirements, stating that a decision will be made depending on the findings of any state wide investigations.
Nonetheless, the cabinet made it clear that it would utilize every tool at its disposal to prevent terrorist attacks. "The cabinet reaffirms the govt's steadfast resolve to safeguard the lives and well being of all Indians, consistent with its enduring commitment to national security and the safety of every citizen," it said.
"The cabinet unequivocally condemns this dastardly and cowardly act that has led to the loss of innocent lives," it added.
The official designation follows growing evidence that the terrorist organization Jaish e Mohammed (JeM)'s "Faridabad module," which is increasingly being referred to as the "white coat" cell due to the startling alleged involvement of doctors, had several targets in various locations on their radar.
The desire to carry out "spectacular strikes" in support of JeM, which lost its senior leaders during Operation Sindoor, is thought to be highlighted by the massive explosives stockpile enough to blow up a large shopping mall and the cache of assault guns found among the alleged terrorists.
Prior to the explosion, a doctor and a few others in Gujarat were arrested for planning to use ricin, one of the most deadly chemicals known, in a bioterrorist attack.
Additionally, authorities think that the car's explosive device was intended for a different target and was unintentionally set off close to the Red Fort.
In addition to commending "the timely and coordinated response of the authorities, security agencies, and citizens who acted with courage and compassion in the face of adversity," the cabinet observed a two minute silence. Their commitment and feeling of responsibility are very admirable.
"The cabinet orders that the incident be investigated as quickly and professionally as possible in order to identify and prosecute the culprits, their accomplices, and their sponsors. The highest levels of government are nonetheless keeping a close eye on the situation," the resolution stated.
