Chief Minister Himanta Biswa Sarma stated on Saturday that more than 15 states nationwide are attempting to imitate Assam's open hiring practices under the Assam Direct Recruitment Examination (ADRE).

Speaking to the media during the distribution of appointment letters to 6,182 Grade III applicants at Sarusajai Stadium, Sarma stated that numerous states have studied and adopted Assam's recruitment system, which has garnered national attention.

"I introduced Assam's ADRE model at a conference of chief ministers throughout the nation. More than fifteen states came to Assam shortly after to observe its implementation, and they have already started incorporating it into their own systems, according to Sarma.

The idea is progressively becoming more widely accepted, he continued. "A lot of states have followed Assam's lead. This will eventually become the best structure for hiring in India, he predicted.

Sarma explained the change by stating that the government had purposefully abandoned the previous department-based and APSC centric hiring structure, which he called ineffective.

For us, the APSC model was never perfect. To make sure that no department administers Grade III or Grade IV tests on its own, we passed an omnibus law," he stated.

All departments must submit job openings to the ADRE Commission, which administers recruiting tests centrally, in accordance with the new legislative framework approved by the Assembly.

According to Sarma, the government has streamlined the procedure by administering tests based on pay scales rather than departments. Within Grade III, there are three to four pay scales.

We were able to turn a complicated procedure into an effective and transparent method by conducting exams scale-wise, he stated. Following the Assam Assembly elections, the Chief Minister declared that the third phase of ADRE recruiting would begin.

"Election dates will be revealed after Bihu. The elections would be followed by ADRE Phase III, he stated. According to Sarma, the state is on schedule to finish the current recruiting round by February 10.

This will put the overall number of regular government appointments during the previous five years above 1.56 lakh, and in the upcoming weeks, that number might reach 1.7 lakh. 

154 recruits from the tea tribe community and 6,182 Grade III hopefuls received appointment letters today. It is a significant accomplishment to have completed nearly 1.56 lakh recruitments in five years without a single High Court case, he stated. 4,369 Grade IV recruits under ADRE received appointment letters at the Jyoti-Bishnu Antarjatik Kala Mandir on Friday.

The Chief Minister stated that the overall number of persons hired into various Assam government agencies during the previous five years has increased to 1,56,215 as a result of these appointments, emphasizing that this figure only comprises regular appointments.

"An additional 50,000 to 60,000 recruitments during this period are related to contractual jobs," he continued. The Agriculture Department will receive the most number of newly appointed candidates (1,764), followed by Panchayat and Rural Development (799), School Education (493), and Deputy Commissioners positions (456). Each of the other departments has fewer than 100 recruits.

This is ADRE's second major recruitment phase. 24,787 individuals, including 11,048 Grade III and 13,739 Grade IV recruits, received appointment letters from the government in May 2023.
