On Saturday, December 6, 2025, the Congress began a campaign to engage the populace in order to develop a manifesto that would represent the vision of "Bor Asom," or bigger Assam that is inclusive of all communities.
According to Gaurav Gogoi, the head of the Congress's Assam branch, other opposition parties are also starting outreach initiatives in accordance with a recent meeting's resolution.
"We had held a discussion with other opposition parties and it was opined that only criticizing the government would not suffice," Mr. Gogoi stated during a press conference in Dibrugarh.
To find out how today's young, different communities, government workers, and other sections envision Assam, we must engage the public.
"All opposition parties will contact the public this month in accordance with that ruling. "I propose that we have a convention of these parties in January to lay out our vision for a 'Bor Asom,'" he continued.
The deputy head of the party in the Lok Sabha stated that the Congress has a long-standing custom of consulting the public while creating laws and welfare programs.
According to him, policies like RTI, RTE, MGNREGA, and others were developed at the federal level following public consultation.
In a similar vein, Assam was experiencing an economic crisis and a problematic condition of law and order when the Tarun Gogoi-led Congress government came to office in 2001.
Mr. Gogoi, the son of the former chief minister, continued, "He had talks with the people and created the plan to help the state overcome those issues."
He claimed that gathering people's opinions is no longer a common practice in Dispur. "Now, the 'raja' (king) in Dispur acts according to his feelings. We aspire to be "raijor sevak" (servants of the people), not "raja." We shall lead to a "Bor Asom" from a "divided Asom," he declared.
Mr. Gogoi continued, "The party is working to further strengthen its organizational base." Last month, medical camps were organized in tea estates as part of the "Raijor Podulit, Raijor Congress" (people's Congress at people's doorsteps) initiative.
Pradyut Bordoloi, a Lok Sabha MP and the leader of the party's manifesto committee, who was also present at the news conference, noted that the manifesto is being drafted with consideration for more than only the State election, which is scheduled for early next year.
"It is to prepare a document with a roadmap for the future where all sections are taken into confidence so that the aspirations of the Assamese people are reflected in it," he stated.
When asked if the opposition parties will release a joint manifesto, Mr. Bordoloi responded, "If an alliance happens, then common minimum programmes will be taken up."
